A British Transport Police officer has been dismissed without notice after he filmed himself masturbating while on duty and in his uniform.
Ian Whitmill worked on the railway in Kent and was found to have committed gross misconduct after a hearing last Friday, on November 8.
It was discovered he had sent videos pleasuring himself and photos of his genitals to third parties on the social messaging app Kik using the username ‘Justa Hookup’.
He also used police equipment inappropriately during the offences, which took place between October 2022 and March 2024.
The officer was present at the hearing chaired by Chief Constable Lucy D’Orsi.
Here, it was alleged that PC Whitmill - who has 20 years of experience with the force - had breached the Standards of Professional Behaviour relating to Discreditable Conduct and Duties and Responsibilities.
PC Whitmill accepted the allegations of taking and sending inappropriate images and posting messages in a private Kik Messenger group chat while on duty, however, he claimed that it amounted to misconduct only.
The Chief Constable found the three allegations that he accepted amounted to gross misconduct and dismissed him with immediate effect.
It was alleged that PC Whitmill was in possession of an extreme pornographic image depicting bestiality. He denied this and the allegation was not proven.
Following the hearing, Chf Con D’Orsi said: “The public and British Transport Police expect officers to uphold the highest standards of professional behaviour.
“The actions taken by PC Ian Whitmill whilst on duty were inappropriate.
“His actions do not represent the values of British Transport Police and there is no place for this kind of behaviour in our force.
“Officers on duty are there to protect the public, not facilitate their own sexual gratification.
“It is for this reason he has been dismissed without notice."
