GILLINGHAM chairman Paul Scally feels stronger punishment should be dealt out to clubs that are placed into administration.
Luton were hit with a 10-point penalty after going into administration on Friday.
The loss dropped the Hatters from 17th in League 1 to bottom – although they are now 23rd after beating Southend on Saturday.
Mr Scally said: “If you go into administration you should go into the division below.
“That should be automatic and shouldn’t be an issue of points. You shouldn’t be promoted for two seasons after that.
“If you can’t run your business in that division then you should go down into the league below, where costs are generally lower.
“In some ways it’s a form of cheating. If you go and bring in costs you can’t afford, run up debts and bring in players you can’t afford, you can get success on the field and get promotion – but you actually can’t afford those players in the first place, so should you have had them and should you have got promoted?
“Leicester went into the Premiership when they went into administration. Is that fair? I think not.”
