Website www.getkentunited.co.uk has set a target of recruiting 10,000 fans before making an attempt to takeover a non-league side in Kent.
Creator Nick Thompson, from Folkestone, has set up the website and is inviting people to sign up at a cost of £30 for an annual subscription.
Members don't have to be from Kent but must be above the age of 16. Benefits include making decisions on how to distribute funds, new signings, stadium upgrades, sponsorship and ticketing policies.
They will be entitled to vote for their preferred takeover target when they register and any non-league club in Kent is eligible.
Despite comparisons to MyFootballClub, which successfully completed the takeover of Blue Square Premier side Ebbsfleet United in February, Thompson is keen to point out that his website won't be letting members pick the team.
He said: "In my opinion that undermines the manager. We want to build links with a community and club rather than play Football Manager online."
Although Thompson hasn't approached any clubs so far, he is confident that one will be receptive to the idea of being owned by 10,000 members.
The 24-year-old added: "We want to build up some credibility first. We wouldn't go down the route of a hostile takeover. They would have to be receptive to us.
"I'm aware that some people would not be open to it, but an instant fan base of 10,000 at this level is huge. I'm hoping the whole process will take under two years."
