RSPCA inspectors believe eight dead Labrador puppies, found dumped in Wrotham Heath, were drowned.
The gruesome discovery was made by a Wrotham Heath resident, who found the puppies, aged about 12 weeks, in a hedgerow next to a footpath near Wrotham Water Road.
It is thought that the puppies - three chocolate coloured, two black and three golden - were litter mates.
RSPCA Inspector Rachel Smith said: "These puppies were probably taken here by a vehicle and dumped in the hedgerow, so someone may have seen something. We would ask for anyone know knows who dumped these puppies to come forward and contact us."
