Maidstone's proposed Local Plan will be sent to government for approval.
The controversial document calculates the borough's housing need as 18,560 by 2031 — more than 80% of which are placed on green field land.
The latest stage of public consultation ended last month, with the Campaign to Protect Rural England (CPRE) branding the strategy "unrealistic and unsustainable."
Comments were considered last week by the Strategic Planning, Sustainability and Transportation Committee, which agreed some minor proposed amendments to the plan that had previously been agreed at Council on January 25.
The draft plan is due to be sent to the Secretary of State for Communities and Local Government Greg Clark who will now make a final decision on whether it should be adopted on May 20.
