A man who exposed himself and performed a sex act after trashing his police cell has been jailed for four months and will spend seven years on the sex offenders' register.
Jamie Lee Stevens was sentenced at Maidstone Magistrates’ Court yesterday after previously pleading guilty to exposure and criminal damage.
Lorrayne Synmair, for the prosecution, told the court how the 28-year-old, from Terrace Road, Maidstone, was arrested in December on suspicion of attempted burglary, an offence he was not charged for.
The father-of-one was taken to Maidstone Police Station and while in a cell began to bang on the walls and shout.
He was told to be quiet and was later taken a cup of tea and a blanket, but said: “I don’t want a f****** cup of tea or a f****** blanket I just want to get out of this s*** hole.”
He then stuffed the blanket down the toilet and repeatedly flushed, flooding the cell and meaning it had to be cleaned by an external company.
Later, he stood on the cell’s bed, facing the CCTV camera, exposed himself and performed a sex act for 55 minutes.
When he was asked about his behaviour he said he couldn’t see anything wrong with it and would carry on doing it as he found it fun.
June Banfield, defending, said Stevens had mental health issues which he was receiving medication for and was to be assessed for schizophrenia.
She added that since the incident Stevens said he was trying to draw attention to the fact he was not happy in the cell and admits he went about it the wrong way. He also acknowledged that his behaviour must change, she said.
But magistrates said there was not enough evidence to suggest Stevens’ health issues were severe enough to excuse his actions.
In sentencing they took into account an incident in 2012 when Stevens was discovered by police officers standing in the entrance to the cemetery by Archbishops’ Palace and performing a sex act while looking at a female passerby.
The woman was unaware of Stevens' actions, which took place in broad daylight, and he was convicted for outraging public decency.
Chairman of the bench, Alan Austin, told Stevens the reason for the sentence was that his actions caused upset and fear and that he presented a risk to the public.
In addition to the 120-day sentence, Stevens must pay an £80 victim surcharge and was handed a five-year Sexual Offences Prevention Order (SOPO).
The SOPO means he must wear at least one layer of clothing over his pants at all times, unless in a swimming pool where he must wear trunks, he cannot urinate in a public place or a private place if visible to passersby, he cannot loiter in alleyways and cannot enter beyond boundaries of private residences without the permission of the owner.
Stevens had also pleaded guilty to an earlier charge of possessing cannabis to the value of £10.
The Class B substance and a grinder it was found with will be destroyed.
