East Kent Hospitals and Dartford and Gravesham NHS Trusts were rated as fair.
Gillian Duffey, head of midwifery services, at the Maidstone and Tunbridge Wells Trust, said: "We are delighted. The rating is a reflection of the hard work and dedication of our staff."
A spokesman for the Maidstone and Tunbridge Wells NHS Trust, which saw more than 5,000 babies born at Maidstone and Pembury Hospitals last year, said several improvements had been made to maternity services since last summer’s review.
The purpose of the national review, which was the first of its kind, is to encourage improvement and get all trusts to perform to the standard of the best.
Across the UK the Healthcare Commission ranked 26 per cent of maternity services as "best performing" (38 trusts), 32 per cent as "better performing" (47 trusts), 22 per cent as "fair performing" (32 trusts) and 21 per cent as "least well performing" (31 trusts).
