There were 151 complaints made to Maidstone council between July and September 2012.
The highest number of complaints, 31, were about waste services, particularly garden waste collection.
A council report states it expects waste to receive a high number of issues as the department serves the highest number of people.
Wheelie bins too came in for complaints as some said they were difficult to manoeuvre.
But the second highest category - 28 - were trips and falls in the newly paved High Street, as people could not distinguish between granite pavement and a similarly-coloured layby in the road. The council has since restored the layby to black.
Twelve communications were about the conduct of litter enforcement officers, but on investigation the council found officers behaved appropriately and professionally.
One parent complained that their youngster fell out of a swing and injured themselves in Mote Park.
