Travellers have pitched up at a roadside in Leybourne ahead of the Bank Holiday weekend.
Caravans arrived on the field, off Castle Way, on Wednesday and at around midday yesterday a section 77 notice was posted, giving them 24 hours to depart.
If that is flouted then a court order will be needed to remove them.
It is understood the travellers gained access to the Castle Way site, owned by Tonbridge and Malling Borough Council and Kent County Council, by removing a post and some fencing.
It comes as members of Leybourne Parish Council today prepare to meet with leader of Tonbridge and Malling Borough Council Nicolas Heslop and chief executive Julie Beilby to demand measures are put in place to prevent unlawful encampments on the land.
A permanent metal fence was already due to be installed there due to previous problems with illegal encampments, and is expected to be completed by Tuesday.
