The fire service has warned people to avoid the area as much as possible while crews deal with the incident.
Nearby worker Elliot Liquorish said he and colleagues were evacuated from their office shortly after 1pm.
He said: "We got the smell of smoke fill our office before we learned the unit behind was on fire, shortly after standing outside to see what was happening.
"Numerous fire safety cars and engines arrived, I counted 10 fire engines and four cars in total.
"Thick black smoke swirled out of the unit.
"The fire spread rapidly so there must have been lots of flammable material inside.
"Just as we began to hear lots of small bangs and explosions we got the order from a nearby firefighter to leave the office as the winds were driving smoke into all of the units.
"The flames were visible out of the roof of the unit by this point.
"The unit on fire is terraced with four other units and is also only two meters away from the next terrace where my office is so I guess the high quantity of firefighters and advisors was to ensure the fire could be contained before other neighbouring units were affected."
Revenge Road is closed in both directions.
