Armed officers stormed a block of flats after a man is thought to have been shot with an air gun.
Onlookers described the "scary" moment police shouted "put your hands up" after they were called to Maida Road, Chatham, just after 2am on on Thursday morning.
Two women have been been arrested after the man was taken to hospital with facial injuries.
Police spokesman Vicki Foster said: "Officers attended the scene alongside crews from the South East Coast Ambulance Service.
"Armed officers were also in attendance as a precaution.
"A man was taken to a local hospital for treatment to a minor facial injury. An imitation firearm was recovered."
Kelly Jackson, of the same street, was woken up during the commotion.
The 37-year-old said: "My dog woke me up barking, and then my buzzer went off and the next thing I know police were at the top of the stairs.
"I could hear police shouting 'put your hands up' to someone, it was quite scary."
The two women from Chatham, aged 22 and 24, were arrested on suspicion of assault.
They have been released on bail until Friday, September 28.
