Police are appealing for a driver who left a pedestrian with a badly broken elbow to come forward.
The 63-year-old woman was walking in Dock Road, Chatham, towards the bus station when the incident happened, at about 4.05pm on Tuesday November 25.
Police said she had just passed the top of a slope that leads to the library car park when a small light-coloured vehicle pulled out and collided with her, causing her to fall into the road.
The driver did not stop to check on the woman and drove away. Investigating officer PC Nick Pebody said: "The pedestrian was taken to hospital where it was discovered that she had broken her elbow in several places.
"She has since been told that she will never regain full functionality of her arm and will suffer arthritis for the rest of her life.
"Traffic was very heavy at the time of the collision and although several motorists got out of their cars to check on her, we do not know if they saw what happened or can assist with our investigation.
