Pupils in Medway could take their 11-plus exams at their own primary schools following a catalogue of errors at this year’s tests.
Cllr Les Wicks, portfolio holder for children’s services, has called for a consultation with parents after carrying out his own inquiry into last month's Medway Test fiasco.
Cllr Wicks has published a report looking at why there were delays and disruptions at two of the test centres on September 24.
Pupils taking the three exams at Chatham Grammar School for Boys were delayed when a vital part of the English paper was missing.
At Rainham School for Girls, the exams overran by 90 minutes, leaving some pupils feeling shaky, upset and sick.
The problems prompted a wave of anger from parents on the Medway Messenger website and Medway Council received almost 90 complaints.
In his report, Cllr Wicks admits the problems at Rainham School for Girls were "significant". He notes there were a number of unforeseen problems and the venue was not assessed thoroughly enough.
At the end of the report, Cllr Wicks concludes: "The possibility of holding the test in pupils’ own schools must be actively pursued.
"I will recommend that we now consult with parents and seek their views about whether the test should be held during the week in their own primary school instead of on a Saturday in an unfamiliar secondary school."
