Police arrested two people following a disturbance in which roof tiles were thrown into the street.
Men were seen on the rooftops in Kingswood Road in Gillingham in the early hours of yesterday morning.
A neighbour who contacted KentOnline said the incident began just after midnight.
They said: "Police were called which then resulted in a five-hour stand off as two men climbed out of an upper windows.
"After shouting and abusing the police, the six constabulary cars and one van retreated as the situation was becoming more and more challenging.
"They became more abusive and started raining roof tiles into the street and on to parked cars.
"They then proceeded to walk across the rooftops of the terraced houses threatening to destroy more roofing.
"After a considerable time they decided to enter a property again and stop the carnage.
"This was somewhere around 6am where police dealt with the situation.
"I was consoling my children who were extremely scared and worried that they were going to be hurt."
Police spokesman Charlotte North said: "Kent Police was called at around 1.20am on Wednesday, April 15, to a report of a disturbance at a hotel in Kingswood Road, Gillingham.
"Officers attended and two men in their 20s who were known to each other were arrested for public order offences, assault and criminal damage."
Both men were later released pending further investigation.
