New homes and a Sainsbury's Local are due to be built on the site of a former fire station.
Councillors approved the redevelopment of the land which had been home to Medway Fire Station, on the corner of Watling Street and Star Mill Lane in Gillingham.
The plans put forward by Hartley-based Kent Kraft Development include a convenience store with four maisonettes above it, each with two bedrooms.
Behind it, there would also be five, three-bedroom houses with gardens.
Planning committee members gave approval to the plans on Wednesday.
The shop would be served by 15 parking spaces for customers, while there would be 18 spaces for residents, some of which would have electric vehicle charging points.
Cllr Gary Hackwell (Con) asked how the parking would be managed, to which head of planning Dave Harris said the shop would be responsible for the management of the car park.
The site's old fire station closed in 2017 to make way for a new, £4.8 million facility on a neighbouring plot.
An ambulance station next to the site will be replaced by a new facility in Gillingham Business Park set to open later this year. It will also feature a 999 and NHS 111 call centre.
