Plans have been re-submitted to turn a former pub into accommodation for eight people.
The application has been submitted by Tom Edgar, the owner of the former Old Lord Raglan in Chatham Hill.
The plans say the accommodation will be single occupancy rooms intended for professionals and key workers in the immediate area, in particular the hospital.
Medway Council planners rejected the original application in February as it failed to provide any justification for the loss of the pub.
The new application says there are several pubs nearby and the property is not listed as an Asset of Community Value by the council.
It includes a letter from the former owner who ceased trading at the end of 2015 as the business was no longer viable.
The pub has been up for sale for a year but a new publican has not been found.
Comments on the plans should be sent to the council by Friday, March 31.
