The way Medway’s mayors are selected could harm its chance to become a city. The warning was given by Cllr Vince Maple, deputy leader of the Labour group, at the annual mayor-making ceremony.
Those deciding on the merits of the bid might be concerned at the way the Conservatives retained control over everything in the council.
He said: "They have to look at the history and traditions of the Towns and I am concerned that they will look at the shenanigans of the mayoralty which has led to a monopoly on the First citizenship.
"It could damage our bid for city status."
Frustrated Labour councillors put up Cllr Nick Bowler to be the new mayor at the annual meeting.
Instead another former mayor, Cllr Ted Baker from Rochester, was voted in for a second time – and the Tories held the position for the fourth successive year.

Cllr Paul Godwin, Labour group leader, said the post should be above politics. He said Cllr Bowler had been an outstanding mayor in 2003 and very effective chairman of the council.
The retiring mayor, Cllr David Brake, has been appointed to the council’s cabinet to take responsibility for adult services.
