Four people have been seriously hurt and five others suffered minor injuries after a car ploughed into pedestrians on the Medway City Estate.
Witnesses said there were 'multiple casualties' following the incident in Strood on Friday night. One man has been arrested on suspicion of dangerous driving.
It is thought the driver of a Mini drove into bystanders on the estate, and footage of the accident has been posted on social media.
Pictures on social media show a black mini with a large crowd of people around it.
Police this week launched a crackdown on speeding drivers on the estate after concerns from residents about nuisance vehicles.
One witness said 'several people' had been hit.
Kent Police released a statement in the early hours of Saturday morning confirming seven people had been injured.
A spokesman said: "Kent Police was called to reports of a disturbance involving nuisance vehicles in Sir Thomas Longley Road in Rochester on the evening of Friday 30 September.
"Whilst in attendance a car was involved in a collision with a number of pedestrians. Seven people have been injured and are being attended to by the South East Coast Ambulance Service.
"One man has been arrested on suspicion of dangerous driving and has been taken into custody. Officers remain at the scene carrying out enquiries."
More than 20 ambulance staff attended the scene.
The most seriously injured have been taken to Kings Hospital in London while those with minor injuries are at Medway Maritime Hospital.
