Video: The moment Medway's CCTV car is caught on camera

It is the moment the cameras were turned on Medway's
controversial spy car.

A CCTV operator has been caught on video arguing with a member
of the public for filming him at work.

One of Medway Council's parking wardens is shown getting hot
under the collar at Bill Khan - and threatening to call the
police.

The 34-year-old captured the Smart car from the pavement while
it was patrolling Batchelor Street, just off Chatham High
Street.

But, as our exclusive video shows, an unnamed warden gets out of
the vehicle to confront Mr Khan, holding his clipboard up to the
camera.

He is heard saying: "Do not take my photograph, you haven't got
my permission to take my photograph."

Mr Khan responds: "But this is public."

The operator replies: "No, it's not, cause you are not allowed
to take my photograph like I'm not allowed to take yours. Why are
you doing this, you're harassing me."

He then says he is going to phone the police and can be seen
dialling a number before Mr Khan wanders off.

Mr Khan, who sent his video to the Medway Messenger, said: "Is
this how Medway Council train their employees? Not very good
ambassadors for the council, are they?"

Medway Council said Mr Khan could not have been arrested for
filming the warden, but declined to comment further.
