It is hoped the changes will be in place for the start of the school year in September 2013.
Senior councillors voted for a feasibilty study to be launched at a meeting yesterday.
The number of primary school aged children in the Towns is expected to increase from 20,800 in 2009 to 23,200 by 2015.
However, less than two-and-a-half years ago, the council proposed to close three schools due to a drop in birth rates.
