Maidstone Crown Court heard the pair had been stealing from shops, including the Coop at Hempstead and Fairview off-licence, on July 30 last year.
They were followed by concerned Jodie Franks as they headed to the bridge.
“She showed determination and presence of mind, and not a little courage to two drunken young men engaged in yobbery,” said the judge.
“She kept others informed about what you did. What she witnessed was extraordinary.”
Pennells threw the brick and they both tossed a bottle from the bridge onto the dual carriageway, causing chaos below.
Judge Smith said it was fortunate nobody was injured and substantial damage was not caused to vehicles driving at speed.
Jean Rothery was “astonished and understandably terrified” by the brick landing on her car.
Spencer struck the bus causing the door to open. It was good fortune it was empty apart from the driver, said the judge.
