Gillingham have turned down a six-figure offer for striker Brandon Hanlan.
The player is free to join another club as he is out of contract but the Gills are entitled to compensation as the player is under the age of 24.
Boss Steve Evans blasted an offer last week as “insulting” but believes the latest approach is closer to their valuation of the former Charlton Athletic forward.
Evans said: "At least it's an offer nearer where we value the player, but it's short of his correct minimum value and from what the chairman turned down in January.
"The club felt one of the offers last week was insulting."
Gillingham have made an improved offer to Hanlan at least once and are keen for him to stay.
Boss Evans believes the striker has had bad advice and assistant manager Paul Raynor insists Hanlan would be welcome to stay if a deal can be agreed.
Raynor, speaking on Tuesday night, said: “We can’t involve him in competitive games. The ball is with his agent. Our offer is on the table, it is still there and we would love him to stay, it is up to him and his agent to make that decision.”
Gillingham's league season starts on Saturday at home to Hull City.
