A 13-year-old boy, who attends Sandwich Technology School, had just missed his bus and was approached by the man who told him he would give him a lift.
A police spokesman said: "The boy ran home to report the incident.
"The suspect is described as a white man of thin build, 5ft 8in tall, aged 35 to 40 with untidy blonde hair. He was wearing brown trousers and a polo top and looked scruffy and unkempt.
