The London-bound carriageway was shut between Junction 2a for the A20 and Wrotham and the M25.
Traffic was said to have started moving again by 10am after one lane re-opened.
However, one lane remained shut at 12pm as work began to recover the lorry.
Firefighters were called shortly before 9am and crews are using hose reels to extinguish the blaze.
Kent Police and Highways England are also at the scene.
