Traffic was queuing for six miles on the M25 following reports of a pedestrian in the road.
There was a rolling roadblock this morning on the clockwise carriageway from Junction 5 for the M26 near Sevenoaks to Junction 6 for Godstone.
Eyewitnesses say a pedestrian was walking on the M25 and police were trying to tackle him.
Traffic was crawling behind them in all four lanes.
National Highways posted: “Traffic is being stopped on the M25 clockwise between Junction 5 for the M26 and Junction 6 for Godstone due to a police-led incident.”
It said there are 50-minute delays.
But it is understood all lanes reopened shortly before 8.30am.
There were also reports of mile-long delays on the M26 due to the incident.
