The red car's driver miraculously regains control but swerves back into the inside lane, narrowly missing a black Range Rover.
Mr Townsend and the other two drivers followed the Celica to the end of the Sheppey Way and confronted its driver in a garage at Queenborough Corner.
Mr Townsend, a 28-year-old roofer from Buckland Hill, Maidstone, who had been on his way to see visit his grandfather, said: "It was the worst driving I have ever seen.
"This idiot caused an accident going onto the Island and tried to drive off with no consideration of the driver he could have run off the road.
"I was doing 70mph so I assume he was doing around 100mph.
"I chased him and caught him hiding in the BP garage car wash."
The camera shows the grey Toyota Celica car first undertaking Mr Townsend, who was in the outside lane, near the crest of the bridge and then speeding ahead.
The car can be seen clipping a red Ford Fiesta, forcing it into the central reservation.
The Ford then bounces back into the inside lane where it almost hits the Range Rover. The Toyota carries on, its driver apparently unaware of the chaos left in its wake.
Mr Townsend has handed his video to the red car's driver and the police.
He said: "The elderly driver of the red car said he used to race cars so he was luckily able to control the car.
"To be honest, I thought he was going to end up in the ditch.
"His wife was in the passenger seat and was badly shaken. She couldn't even get out of the car because of the damage to her door."
Mr Townsend photographed the rogue car, which had damage to its offside, and has notified police.
The incident happened on the Sheppey-bound carriageway at 1.35pm on Monday.
A police spokesman confirmed: "We are investigating a collision which is reported to have taken place on the Sheppey Crossing on Monday.
"The incident is reported to have involved three vehicles. No injuries were reported.
"Officers are conducting ongoing enquiries to establish the full circumstances."
