It is hoped Saffron Way Health Centre will move to its new premises at the end of the month.
The practice, which has been in temporary cabins since 2008, was meant to transfer to permanent accommodation in Quartz Way, Sonora Fields, on January 23.
But it was delayed due to the legal paperwork not being completed in time.
Once open it will change its name to The Meads Medical Practice, and will provide a GP practice, delivering primary care.
An ambulance bay has been provided in front of shops opposite the site, offering direct access for patients on a stretcher.
There are 7,000 people living in the area but that number is set to grow due to new housing developments.
There is capacity for additional patient registrations.
In January the centre denied rumours that a methadone clinic, which dispenses a heroin substitute to patients trying to reduce or eliminate their use of the drug, would be available at the new site.
NHS Property Services also confirmed: “No such facility will be set up at the new site” and business manager Donna Clarke said: “I don’t know where this has come from.
“It’s not something this practice has ever provided since I’ve been working here, which is three and a half years now. We’ve never even considered it.
“Having said that, we wouldn’t want patients who have a drug addiction to feel they’re not welcome at our surgery.”
