A dog weighing half what she should has been found wandering the streets.
The female American bully cross named Yuzu was found in Sheerness.
Swale council's dog warden said: "She's in an absolutely disgusting condition and is one of our worst welfare cases this year.
"The sheer neglect Yuzu has suffered has left us speechless."
Yuzu, who was not microchipped, currently weighs a mere 16.1kg, when she should be closer to 30 - 35kg.
Her claws, which have since been clipped, were so long she was unable to walk properly.
The dog warden added: "Her teats and vaginal area are enlarged indicating that she's been bred from previously.
"There are also concerns that her vision is impaired.
"This is the definition of prolonged animal cruelty.
"If you have any information regarding this dog or her owner, we urge you to come forward and call us on 01795 417850.
"Yuzu will never suffer again."
The American bully was also tested for Canine parvovirus, a highly-contagious disease that can be fatal to dogs.

Fortunately, it came back negative.
A spokesman for Swale council said: "Yuzu was found emaciated in Sheerness on Monday evening.
"She weighs just 16 kilos, isn’t microchipped, has impaired vision, and enlarged teats showing she has recently been bred.
“Yuzu is a female American Bully cross and should be double her current weight, but her spine, ribs and hips are all visible.
"She has gastroenteritis from rummaging through bins for food, and her toenails were so long she had trouble walking.

“If anyone knows any information about Yuzu, we urge you to get in touch.
"This neglect hasn’t happened overnight. You can talk to us anonymously, but without your help, we won’t be able to find who did this.
“Yuzu has a wonderful temperament, and is being cared for at Karebear Kennels, where she’ll get the care she needs, before going to a foster-based rescue ahead of finding her forever home.
“Anyone who is having trouble caring for their dog can get in touch with us for advice. We’re not a rescue service, so can’t take unwanted pets, but we could help with finding a rescue space.
“There is absolutely no reason that any dog should end up this way.”
