Mystery surrounds why the bodies of dead birds were tied to fences along a footpath in Broadstairs.
Birds including chickens, magpies and crows were spotted by passers by along George Hill Road.
The grim discovery was reported to the RSPCA on Sunday, April 19.
Several similar incidents have been reported since.
The charity has now launched an appeal for information, raising fears about how the animals were treated before they died.
RSPCA inspector Deborah Pert said: "We have no idea about what could have happened here and are asking anyone with any information about these incidents, or anything suspicious happening in this area to get and touch and let us know on 0300 123 8018.
"We would in particular like information about how these birds died, as our concern is they may have suffered prior to death."
