Organisers of a proposed beach festival on Margate’s Main Sands are to be given "one last opportunity" to have their event considered after failing to submit the right documents for the second time.
The On The Beach Festival, which would take place on August 26 and 27, has attracted concerns from local residents and police, with the latter calling for the Bank Holiday Weekend party to be restricted to those aged 25 and over.
Thanet District Council’s licensing sub-committee was due to decide on Happy Days Parties’ request for a licence to sell alcohol, as well as host live music and dance performances, this morning.
But after PC Justin Carter, Kent Police’s licensing officer for Thanet, said he had not been presented the most up-to-date event plan by the applicant, the committee agreed to defer a decision yet again.
He told the meeting: “I’m currently working off old documents, not an updated version of the event plan. I also don’t have a (new) version of a security plan, which they have brought today.
“I’ll be honest with you, I don’t feel confident in making my decision without time to read it, or at least look at it properly.
“Regarding a number of points made by my sergeant, I don’t know if they’ve been addressed because I’ve only got the old one.”
Prior to this morning’s meeting, Chief Inspector Sharon Adley said “the application does, in no way, satisfy me that the four licensing objectives are being catered for.”
Plans for the two-day festival includes a 25,000 sq ft area, which would include a 20-metre long bar, a dance floor, food stands and toilets.
Speaking on behalf of the applicant, Bobby Holder added: “I must apologise. There has been miscommunication in regards to sending the documents to the police.
“The information was sent to the events team (but not the licensing department).
“This is the second time this has happened, and I must apologise as someone who knows better.”
Organisers say the two-day event will boast national and international DJs, with Sunday’s performers said to have “a dedicated following” in London.
Coaches from North Greenwich would be planned as a result.
Happy Days Parties, who have not organised an event in 15 years, also say “alcohol consumption is expected to be heavy with little use of illegal substances”.
Committee chairman Cllr Linda Potts (Ind) said: “I do not want to rush the police and licensing department into looking into something half-heartedly.
“We have the right to refuse this application, but we are prepared to allow you one last opportunity – and that will be on a date agreed by the licensing team.”
