A mental health support group is calling for an inquiry to be launched into the murder of Delyth Andrews.
SpeakUpCIC, who worked with Ms Andrews, started a Justice for Delyth campaign during the trial of Scott, Joshua and Adam Knight.
The three brothers began life sentences two weeks ago, after they were convicted of the murder of Ms Andrews.
Director of the group Cllr Iris Johnston says she grew concerned about the way the case was handled by Thanet District Council.
The concern came after she read reports about a neighbour who voiced their worries to TDC before Ms Andrews was murdered, yet no one could tell her where the reports had come from.
Mrs Johnston says she hopes the council launch a review into their actions during the case.
She said: “My biggest concern is that after I read in the press a neighbour had reported signs of abuse to the police and the council, I raised with the council where the reports had come from but no one could tell me who had taken the calls.
“When a lone person lives in a council property and four people move in, one would expect the council to check because there would be an issue with many things including benefits.
“I hope a review is carried out by Thanet District Council and it finds that visits were made to the property.
“I attended the SpeakUpCIC justice for Delyth meeting on July 20 and there was an overwhelming desire to ensure this never happens again.
“We will need to carry out inquiries but she was seen by members of the group a few days before it happened and she seemed happy.
“All the people involved are very sad and upset at the terrible end Delyth had.”
SpeakUpCIC will host regular meetings to decide on the next steps for the campaign and inquiry.
Leader of Thanet District Council Cllr Chris Wells said: “Like everyone who has seen and read this story, we are shocked and disturbed by what happened to Ms Andrews and would like to offer our sincere condolences to her family and friends and indeed to all of those affected following this tragic incident.
“As with any serious incident, we will review the circumstances surrounding this case with partner agencies and participate fully should there be any further investigation.
“The council takes all safeguarding matters very seriously and would urge anyone who is experiencing any form of intimidation or abuse, or knows someone who is, to alert the appropriate organisations for help and support. In the event of an emergency you should always dial 999 immediately.”
