The officer was knocked backwards and onto the ground, but luckily only suffered a minor injury.
A police spokesman says the incident was an attempt to stop the other car in a controlled manner, which is called tactical contact.
The driver of the car fled the scene and the vehicle was found in Canterbury Road East an hour later.
A 40-year-old man from Ramsgate has since been arrested and he remains in custody as enquires continue.
