A 78-bed care home with a café bistro could be built near Westwood Cross.
Frontier Estates Ltd wants to build the large facility in Star Lane in Margate, opposite the new builds next to the shopping centre.
In a planning statement, the firm says it has identified a need for such a home in the area.
"The proposal provides a 78-bed care home, mainly over 2.5 storeys with some areas of one storey," the company said.
"The ground floor would provide 31 ensuite bedrooms, first floor would provide 22 ensuite bedrooms and the second floor would provide 25 ensuite bedrooms, as rooms-in-roof.
"Each wing has central nurse stations and there are extensive resident ancillary facilities throughout.
"The care home is designed with the many different needs of the residents in mind. Large lounges, quiet rooms and external terraces provide high quality amenity space for all residents’ needs promoting interaction and a sense of community.
"The scheme will bring with it a number of material benefits not least, the provision of elderly accommodation for which there is an identified local need.
"It will also provide a mixed community and opportunity for local residents to remain living in the area should their care needs increase."
The facility would include a cafe bistro and reception area as well as spacious grounds, including a sunken garden and private terraces for some ground floor residents.
There would be parking for 24 cars and two motorcycle spaces, two disabled spaces and additional areas for dropping off.
