Plans for £370k revival of Jackey Baker’s sports pavilion in Ramsgate on cusp of approval

Plans to revive a sports ground pavilion labelled an eyesore and riddled with asbestos are on the cusp of approval.

Now, a new scheme proposed by Thanet District Council would demolish the site and replace it with eight temporary portacabins, which include four changing rooms for football teams and two additional units for referees.

Plans were submitted in May and will be discussed at the authority’s planning committee meeting tonight (Wednesday).

TDC’s cabinet agreed to go ahead with the scheme's next steps last December and set a £370,000 budget for the upcoming overhaul and demolition, while larger plans for the site's future are developed.

Campaigners previously labelled the beleaguered sports ground plagued by vandalism and asbestos as an eyesore as they began the fight to restore the site.

A petition calling for overhauling the pavilion was also submitted to TDC 12 months ago after securing 1,941 signatures.

At the most recent Overview and Scrutiny Committee meeting last week, members agreed to begin searching for a developer for the proposed scheme.

Concerns over the planned temporary structure were raised at the meeting, with worries that if planning permission were granted, the short-term structures would not last two years.

Cllr Rebecca Wing (Green) said: “Anything that is going to improve facilities for our young people is going to get massive support from me, but the key thing about having a big facility is how you protect it. There are quite a few teachers here and the worst thing you want to see arriving at your school site is a temporary portacabin because you know the likelihood of not being able to keep it safe.

“My real worry would be spending £370,000 on a building we can't protect. I’m worried we could end up with a building that is unusable a year down the line, and we would've wasted that money.

Tony Marmo, TDC’s head of coastal and public realm, addressed concerns, saying: “We are currently discussing whether to retain the existing fencing that’s gone up, which is a conversation we will have with the community and partners.

“The temp facility suggests a classroom-style facility that is not made of the strongest material, which is not what we are going for.

“We are going for something better than that in terms of vandal-proof - it's temporary because it’s there for a short period of time.

“I think a key thing for us is that our staff are currently checking the building more often - it might be that is something we need to do permanently. We do not want the building to be damaged.”

An exact timeline for when the temporary structure will be in place is not currently available, with the scheme dependent on the approval of planning permission.

It was stated that an arrangement will need to be made for the start of the football season in September as the project is unlikely to be completed by then.

The proposals have been recommended for approval by planning officers.
