Tonbridge manager Steve McKimm has revealed he's been working with a transfer embargo.
McKimm hasn't been able to add to his 16-man squad since the Bostik League imposed sanctions over unpaid money.
The Angels boss says the matter has been resolved and expects the embargo to be lifted shortly after Saturday's home Premier Division game against Burgess Hill.
He said: "The league imposed the embargo about six weeks ago due to certain things not getting paid.
"They have been paid now and so the embargo will be lifted, we're hoping around the 19th or 20th of August.
"At the moment I've got a squad of 16 and that's it.
"I've got two injuries so we might have 14 on Saturday.
"I can't register myself, I can't register the goalkeeping coach, like we did last season, I can't do anything.
"We haven't got the budget to bring anyone in once it's lifted but at least we'll be able to register some under-23s because we need bodies."
Tonbridge have made a good start to the Bostik Premier Division season despite their limited squad.
They won 3-0 at Merstham on Saturday with debut strikes from Jared Small and Alex Read and a Jelan Jones own goal.
That was followed by a battling goalless draw at home to Lewes on Tuesday night.
McKimm said: "I'm very pleased with our start.
"We've got good points on the board, we're playing some good stuff at times and we haven't conceded a goal.
"It was a very good performance against Merstham and Tuesday night was a typical game of two teams going for it and trying to stop each other.
"It was a good advert for the league.
"We've set some in-house targets this season and hopefully we keep progressing and meet those."
Tonbridge start their Kent Senior Cup campaign at home to Sittingbourne on Tuesday night.
