Plans to build 17 homes on fields in Horsmonden were approved by councillors last night.
Members of Tunbridge Wells Borough Council’s planning committee unanimously greenlit the application for the houses, landscaping and a new road to the west of Maidstone Road, despite objections from the parish council and more than a dozen residents.
Parish councillors opposed the scheme put forward by Dorking-based Reside Developments Ltd on the grounds it would destroy one of the last remaining sections of the open countryside in the village.
They were also concerned about a lack of off street parking and an inadequate provision of affordable housing.
While the site is officially greenfield, it falls outside the limits to build development area and the borough council does not have a proven five-year housing supply – both points that are in favour of the applicant.
In addition, the applicant has promised pay just under £150,000 in planning agreement funds to support public services.
The report being considered by the committee states: “The scheme would contribute to the delivery of new market and affordable housing.
“The design and appearance of the scheme demonstrates consideration for the nearby heritage assets and the surrounding countryside, at the suitable density given the site’s location: harm to heritage assets is considered to be overcome by public benefits.
“In the balance of issues, with the clear need for new housing development and affordable housing, it is not considered that there are any other material considerations that would indicate the application should be refused.”
Horsmonden Parish Council is currently considering whether to proceed with the creation of a Neighbourhood Plan to help guide future development of the village.
A decision will be made at a meeting on Monday, September 4.
